The Context

Trump's recent use of military force in Los Angeles to support ICE and quell protests has New Yorkers wondering if our city will be next. Los Angeles has responded with legal battles, led by Mayor Karen Bass and Governor Gavin Newsom, but it's unclear if their resistance has standing in the courts: AP News: What to know about the protests over Trump’s immigration crackdown in LA and other cities.

While ICE conducts raids in New York, voters are questioning how the Democratic Mayoral Candidates will respond if they become Mayor. One thing is clear, Trump is going to continue to test the limits of local resistance, and he will continue to push the boundaries of what is acceptable. The candidates have outlined vastly different strategies for how they would respond to continued pressure from the Trump administration. Below, we highlight each candidate's plan and compare and contrast their approaches.

Note: All information is from the candidates' campaign websites and public debate statements. OpenCitizen is not evaluating the effectiveness of each plan, which will inevitably have tradeoffs and potential weaknesses. It's important to consider plans within the broader context of the city's budget and legal standing. Analysis of that is beyond the scope of this article, but OpenCitizen hopes to provide clarity on where each candidate stands to help you make an informed decision.

Strong to Moderate Responses

Based on evaluating the candidates’ responses there are two similar styles for how the candidates will respond:

Strong responses with a comprehensive approach

  • Lander - Comprehensive preparation across all affected policy areas

  • Mamdani - Treats Trump as existential threat requiring systematic municipal response

  • Adams - Proven track record with successful legal victories (but no detailed plan)

Moderate responses with less detail

  • Stringer - Financial preparation with measured legal response

  • Cuomo - Experience-based confidence in managing federal relations

  • Tilson - Emphasizes protecting federal funding over confrontational resistance

  • Myrie - Balances resistance with economic growth strategy

Brad Lander

Lander's plan focuses on directly addressing raids by ICE while also ensuring that city services are not affected by potential federal funding cuts. Lander emphasizes his role as the only public official who actively challenged Trump's previous $80 million theft from city accounts. His comprehensive approach focuses on creating city-level alternatives to federal services while preparing budgets for significant funding cuts affecting over $100 billion in annual federal support, and creating expanded legal services and sanctuary city status.

Strong response

Zohran Mamdani

Mamdani proposes the most expensive and systematic response, centered on his "Trump-Proofing NYC" framework requiring $165 million in new immigration legal services and $10 billion in annual revenue generation through corporate and wealth taxes. His plan calls for complete elimination of ICE access to city facilities on Day 1 and ending all NYPD cooperation with federal immigration enforcement. He plans to extend the city's sanctuary city status for LGBTQIA+ communities, immigrants and provide local work permits. He also plans to sue the federal government when necessary. Strong response

Adrienne Adams

Adams positions herself as the only candidate with a proven track record, having successfully sued the Trump administration to block an ICE center at Rikers Island. Her strategy focuses on deploying city legal resources directly to immigrant communities while maintaining aggressive litigation against federal overreach. Adrienne talks about how immigrants are important to the city, bringing their traditions, entrepreneurship, and culture to the city - noting that deportations and detentions could cost the city $310 million in tax revenue.

  • Deploy city attorneys to immigrant business corridors in Corona, Jackson Heights, and Flatbush

Moderate Response

Scott Stringer

Stringer proposes a $1 billion rainy day fund split equally with the state to weather potential federal funding cuts, combined with his SHIELD plan to prevent Trump from privatizing federal buildings in the city. His approach draws on his experience as Comptroller divesting $4 billion in pension funds from Trump-supporting industries.

Key Actions:

  • Create $1 billion emergency "rainy day" fund ($500 million city, $500 million state) to protect against potential federal cuts

  • Implement SHIELD plan with new "Federal Use" zoning classification to protect federal buildings from privatization

  • Continue pension divestment from fossil fuels, private prisons, and gun manufacturers

Moderate Response

Andrew Cuomo

Cuomo states his greatest strength is his previous experience confronting Trump, stating that he has taken on Trump before and he can do it again. He proposes a "6-Point Plan" for federal troop deployments to solve any local problems before Trump can claim there is a national emergency. Cuomo’s strategy emphasizes practical governance and preparation for ongoing federal policy impacts like the SALT deduction cap, which would limit NYC's residents' ability to deduct state and local taxes from their federal income taxes.

Key Actions:

  • Implement 6-Point Plan response to federal troop deployments

  • Deploy nation's largest police force to defend sanctuary city laws

  • Address ongoing SALT deduction cap impacts on NYC tax base

  • Call out Trump for his attempt to "manufacture a crisis" for political gain

Moderate Response

Whitney Tilson

Tilson advocates the most restrained approach, noting that federal funds equal 10% of the city budget and warning against actions that could jeopardize this funding. His strategy emphasizes competent management over political confrontation while maintaining readiness to sue when necessary. Whitney believes that with proper management and pragmatism, the city can avoid confrontation with Trump.

His approach emphasizes growing the city's tax base while providing legal defense, and believes that his other policies will help create a more stable and prosperous city.
